Send Email Ginette Comstock is the Director of Operations for Manpower in Central Illinois. She joined Manpower in 1996 as a Branch Manager in Jacksonville and now oversees operations in Peoria, Bloomington, Mattoon, Springfield, Champaign, and Decatur. Staying on top of workforce trends to identify strategies to help our clients win in the changing world of work is a top priority for Ginette. She really enjoys developing her team to create the next level of leadership for our franchise organization. Ginette is a member of the Central Illinois Chapter of SHRM and the Illinois Search and Staffing Association.
Angela Rhode

Send Email Angela Rhode joined Manpower in 2015 as the receptionist in the Decatur office. Angela has done every position within Manpower; receptionist, recruiter, office supervisor, Branch Manager, Regional Manager and now Regional Director. Angela covers all our Central Illinois Offices. Angela sits on the board of the Decatur SHRM Chapter as the Membership Director. She graduated from Richland Community College in May 2019 with her Associate's in Business. She also graduated from the Decatur Leadership Institute in 2021. Angela has over 20 years of customer service experience along with a solid understanding of industrial environments. She strives to meet goals and motivates her team to do their best. Angela has been a great addition to the Manpower team with her exceptional analytical skills, client partnerships, and order fulfillment.
Caitlin Howard
Area Manager, Decatur/Springfield, IL
Send Email Caitlin Howard joined Manpower in June of 2021 as a Recruiter. She took over the role of Springfield Office Supervisor in October of 2022, Caitlin became the Area Manager overseeing the Decatur and Springfield offices as of August 2024. Caitlin graduated Lakeland College with her Associate Degree in Psychology and has a background in manufacturing and customer service. Caitlin is goal oriented, passionate about helping those around her reach their highest potential and focused on creating lasting and prosperous relationships with clients and employees in the Central Illinois area.
Jenipher Whitfield

Born and raised in Central Illinois, Jenipher is passionate about making a meaningful impact on her local workforce. She brings over 20 years of experience in professional service and client relations to the Manpower team.
Jenipher enjoys spending time with her loving family, including her husband of more than 24 years and their three hard-working children. Outside of work, she loves the outdoors, sports, puzzles, attending comedy shows, and any activity that involves her family. She thrives on challenges and finds the most fulfillment in helping others achieve their goals
Jenny Smith
Office Supervisor, Bloomington, IL

With experience in both the military and municipal government, she brings strong organizational, communication, and people-focused skills to her role. Jenny is passionate about connecting community members with meaningful employment opportunities that enrich their lives and strengthen the local workforce. A dedicated lifelong learner, she is currently pursuing her Ph.D. in Industrial-Organizational Psychology. Outside of work, Jenny enjoys crocheting, spending time outdoors, and being with her family and pets.
